Terms of Reference (ToR) for Consulting Opportunity: Infrastructure Program Design

Background: Anera is non-political, non-religious, and one of the largest nonprofit organizations operating in the Middle East. Since 1968, Anera has been dedicated to providing humanitarian and development aid to displaced individuals and their host communities. Anera’s operations encompass the West Bank and Gaza, Lebanon, and Jordan, with a local staff of 114 and a global headquarters located in Washington, D.C.
Anera’s mission is to support displaced individuals, their communities, and those affected by conflicts in their journey toward preserving and advancing human development, ultimately building better lives. Anera concentrates on immediate emergency relief as well as sustainable, long-term initiatives in health, education, food and water security, and economic development. Anera envisions a Middle East where people can live with dignity, purpose, and opportunity.
From 2008 to 2022, Anera operated as a leading implementer of infrastructure and community development projects across Palestine. This work identified community needs, constructed and improved various physical assets, and established sustainable approaches to delivering basic services in many communities. Our organization now seeks to develop an extension of this work and to design a multi-year community development program focused on establishing sustainable infrastructure that can be managed by local communities.
Purpose of the Consultancy: Anera seeks to engage a qualified consultant or consulting firm to design a scalable, community infrastructure program that aligns with our mission and objectives. The program should have a focus on increasing access to and sustainable management of water and sanitation, and can include selected small to medium community infrastructure. The consultancy will utilize Anera’s capacity and prior track record to design an extension of prior work in this space, presenting a vision and operational plan for projects over the coming five year period. This vision and plan will be presented to interested stakeholders and donors for funding.
Scope of Work: The consultant(s) will be responsible for:
- Conducting an initial needs assessment in the West Bank to identify core community infrastructure needs and categorize possible projects by type, size, and impact to local population
- Conducting stakeholder analysis and identifying necessary stakeholder engagement
- Reviewing Anera materials on past performance to inform the design
- Designing a comprehensive, scalable community infrastructure program, including strategic goals, objectives, grouping of projects, and implementation frameworks.
- Developing a financial and operational model for program execution.
- Identifying potential risks and mitigation strategies.
- Providing recommendations for partnerships.
- Preparing a marketable proposal for funding the plan.
Deliverables: The consultant(s) will be expected to provide the following:
- High level needs assessment report with key findings.
- Draft community infrastructure program design document.
- Finalized infrastructure program design, including implementation and financial models.
- Present design in a validation meeting with key Anera personnel
- Proposal development aligning to specific funder requirements
Duration: The consultancy is expected to last six to eight weeks, beginning from March 9, 2025.
Qualifications & Experience: The ideal consultant(s) should have:
- Demonstrated experience in community infrastructure program design, particularly in water, sanitation, and renewable energy project expertise.
- Strong understanding of sustainable and impact-driven community infrastructure projects.
- Experience working with international foundations or donor agencies.
- Knowledge of approaches to assessing needs and designing interventions in the West Bank and Gaza.
- Evidence of sufficient expertise in engineering, community infrastructure design, and impact evaluation to inform assessments, program design, proposal drafting, and cost estimation
- Ability to speak and write in English, with Arabic fluency desired.
- Strong analytical, financial modeling, and strategic planning skills.
- Excellent written and verbal communication skills.
Application Process: Interested candidates should submit:
- A technical proposal of no more than five pages outlining experience, approach, methodology, and high level work plan with specific timeline.
- A financial proposal including a high level line item budget
- CV(s) of key personnel involved.
- At least two references from similar assignments.
Submission & Deadline: Proposals should be submitted to Derek Madsen, Chief Development Officer, via email at dmadsen@anera.org, no later than February 26th, 2025. Clarifying questions may be addressed to the same, however no meetings will be taken in advance of proposal submission. Upon receipt of initial proposals, select candidates will be engaged in further discussion to negotiate terms and deliverables.

- Relevant qualifications and past experience
- Financial proposal
- Ability to quickly deliver a quality product
